Marked Diesel Delivery in the Lower Mainland

Marked Diesel is a normal grade diesel that has red dye in it. This dye comes with a discount on Motor Fuel taxes because the product can not be used on the road. This product is used widely in the construction industry but can be used by farmers, condominiums and other authorized users. Northside Pete provides marked diesel delivery to the Metro Vancouver area.

Who Qualifies for Colored Fuel Tax Exemptions?

Colored fuel is marked with a dye to ensure that the users are authorised. An authorised user is exempt from certain fuel taxes. The following are list are exempt activities(As per the FIN 430 Form)

  1. A Ship
  2. A Locomotive
  3. A tractor used Off Highway
  4. Any of the following industrial machines when used off highway: fork-lifts, front-end loaders, lumber carriers, bulldozers, shovels, backhoes, crushers, any machine equipped with caterpillar tracks, earth compactors, graders, grass mowers, rollers, skidders
  5. A Stationary or portable engine (for example a generator or portable sawmill) 
  6. A road building machine (for example, an asphalt paving machine, a self-propelled compressor) used within a highway project area, or used by, or for, the government for constructing or repairing government maintained roads (including forestry and mining roads on Crown land.)
  7. A motor vehicle that is not licensed to operate on a highway, including, unlicensed snow mobiles and all terrain vehicles (ATVs)
  8. A commercial motor vehicle ( other than a pick-up truck) when used off highway for transporting drilling rigs, equipment and supplies, fuel, water, well-servicing equipment / supplies, geophysical and seismic equipment / supplies for persons actively engaged in exploring or drilling for petroleum and natural gas
  9. farm vehicles that have a farm license plate (also known as an “A” or “G” plate) when operated for farm purposes on a highway, by or on behalf of, a farmer
  10. a tractor when used on a highway for, or by, a farmer for the farmer’s farm
  11. a motor vehicle used off highway by the logging industry, such as: trucks used for hauling logs and lumber. Crew crummies  or buses used for the transportation of company employees, contractors or agents of the company, or employees of the contractors and agents. fire trucks used as fire trucks. Ambulances used as Ambulances.
  12.  a motor vehicle used off highway by the mining industry in a mineral mining operation, such as:  trucks used for transporting minerals. Crew crummies or buses used for the transportation of company employees, contractors or agents of the company, or employees of the contractors or agents. Fire trucks used as fire trucks. Ambulances used as ambulances.
  13. farmers are exempt from certain fuel taxes if the product is delivered to a fuel storage receptacle on the farmers farm or if the farmer is purchasing on account from a terminal, bulk plant or cardlock and they provide a completed FIN 458 OR a copy of their valid farmer identity card issued by the BC Agricultural Council.

  If your use does not fall under any of the thirteen listed categories, you are not exempt from paying the applicable fuel taxes.

What You Need to Know Before You Request a Delivery

IMPORTANT If you are a first time customer, you will need you to fill out a FIN 430. Please have a completed FIN 430 ready for our delivery driver. If our accounting staff does not have a completed FIN 430 on hand when they receive a delivery slip, we have no choice but to charge your company for clear diesel. If you are exempt, but have not completed the paperwork, you will have to claim the difference in fuel taxes from the Ministry of Finance. We understand that this may be inconvenient but we are inflexible on this matter, if the paperwork is not present, we cannot process a marked fuel sale. You can download a copy of the FIN 430 here.

Looking to Pick Up Marked Diesel?

We have Marked Diesel by the liter Available for Pick up. Just come to our location on 24 Braid Street in New Westminster. You can come in, speak to a staff member and they will have a blank FIN 430 that you can fill out. Once you have filled out the form, you do not have to fill it out again, we will have your name on file and you can come pick up Marked Diesel between the hours of 8 AM to 4 PM, Monday to Friday. 

Who is exempt from filling out a FIN 430?

There are 3 scenarios in which the reseller(Northside Petroleum) does not have to receive a completed FIN 430:

  1. The fuel is transferred directly into the supply tank of a ship that is in or on the water
  2. The fuel is sold to a farmer that has completed the FIN 458 or has provided a copy of their valid Farmer Identity Card issued by the BC Agricultural Council
  3. The fuel is sold to a purchaser for resale(on the condition that the purchaser is a certified reseller of marked fuel)
